Quieter re-reviews, a review state, and pull requests Auditor skips

Set Re-reviews to Verify, and post only new High, and reviews after a pull request's first resolve what was fixed and post only new High findings, so a fix-and-push loop stops raising new nits each round. The walkthrough comment now keeps the review state: what is open, what was resolved since the last review, and what earlier reviews missed. Skip pull requests by branch, title or author, or review only those with a label, and comment @auditor pause on one to stop its reviews.

Re-reviews is under When to review on the Auditor page's Reviews tab, and each repository can override it. New Medium and Low findings a verify-only re-review holds back are counted in the check run. @auditor review full posts everything.

A re-review's new findings on code that hasn't changed since the review before are marked Previously missed, in the review and in the walkthrough's review state, which is rewritten after every review whether or not it posted anything.

Skip pull requests takes head branch globs (dependabot/**), title text or /regex/ (WIP), and authors (renovate[bot]); a label, when set, makes only labelled pull requests reviewed automatically, and adding it starts a review. Skipped pull requests get no review, check or charge. @auditor pause stops automatic reviews of one pull request until @auditor resume; commands keep working.
